Changing patterns of human communication are having a major impact on how p=
eople live, work, and make decisions. At times, new technology has been ah=
ead of human needs and at others?, human needs have driven the development =
of new technologies. In a similar vein, our ability to develop legal, mora=
l, and ethical codes applicable to the new technologies has been limited by=
our experience, needs, and vision. For 2004, the ECC Forum is soliciting =
