I got a question about this over AIM the other day, so let me clarify: You rank all the ones you care about. You don't have to rank all 25, but if you don't, your preferences might get knocked out.

For an example of how this works: Let's say you like proposals 1-5 and you hate the rest. So you rank only proposals 1-5 relative to one another, and don't enter any rankings for the rest.

If enough of the other voters feel the same way you do, and any of proposals 1-5 are in the running, then your preferences will probably have an effect on the final outcome.

But! If everybody else hates 1-5, they'll be knocked out of the running and the contest will be down to proposals 6-25 … at which point your vote will cease to exist since you didn't list any preferences among those proposals.

So you can either say to yourself:

1. "Well, if it can't be any of proposals 1-5, I guess I hate proposal 6 less than the others, so I'll rank that next …"

or:

2. "If it can't be any of proposals 1-5 I don't care what it is so I won't bother voting on the other ones."

It's up to you.

I sincerely hope I have reduced confusion, not increased it.

I got a private email from an artist about this, so here's a public
answer to it:

Commissions finalists are allowed to vote on their own works. Some may
find this odd, but keep in mind that in most elections, candidates are
allowed to vote for themselves. In November 2004 both Dubya and John
Kerry will go to the polls and cast votes in the U.S. presidential
election, and they probably won't be surprising anybody with _their_
votes. This is generally okay 'cause the pool of voters is
significantly larger than the pool of candidates.

It's also okay 'cause we're using Instant Runoff Voting, and in some
senses all the 2nd-place and 3rd-place votes are just as important.
Let's say that all the finalists voted–in some sense, their 1st place
votes would cancel each other out, because we can expect candidates to
vote for themselves for 1st. But as we're doing the instant runoffs, a
lot of 2nd-place, 3rd-place, 4th-place etc. votes will come into play
too.
