a Closer Look



On October 25, 2003, Saturn will go stationary/retrograde, about half a
degree shy of exact conjunction with the star Sirius. Sirius is, in effect,
the Sun around which our solar system and a number of others revolve. The
Saturn/Sirius conjunction will be exact after the Saturn retrograde, during
the last ten days of June, 2004 (it is hard to peg the exact locations of
fixed stars and the events they cause seem to overflow, or float around,
exact dates). The upcoming Saturn/Sirius conjunction ties in closely with
ongoing events at the United Nations. It's going to be a cliff-hanger.

Three Saturn/Sirius conjunctions occurred in the 20th century and, in each
case, world history was punctuated. The first, in the mid-teens, coincided
with the first world war. The second, in the spring and summer of 1945,
coincided with the end of WWII and the construction and first and only use
of the atomic bomb. It also coincided with the creation of the United
Nations. The third, in the early 1970's, coincided with the American defeat
in Viet Nam, the Watergate scandal that brought the resignation of President
Nixon under threat of impeachment, and with the Arab Oil Embargo, which
signaled a far more independent political life for middle eastern and Arab
countries and an energy crisis in the US.

In the years leading up to a Saturn/Sirius conjunction, the weaknesses in
existing global power structures manifested as a major war. In the years
following a conjunction, the limitations of existing global power structures
are addressed. In the 20th century, efforts to restore and preserve global
order saw the creation of the League of Nations in 1920 and the birth of the
United Nations in 1945. We are about to see a transformation of the nature
and function of the United Nations.

As stated above, Saturn goes stationary on October 25th on the brink of
exact conjunction with Sirius. There is already a flurry of important
decisions and actions set for the end of October, 2003. I have little doubt
that there will be more.

For example, the French Foreign Minister recently told US Secretary of State
Powell that, if the US wants UN help in Iraq, the US must establish a
provisional Iraqi government by the end of October 2003. The French want a
draft constitution by the end of 2003 and elections by the spring of 2004.
The deadlines mentioned in the debate over the fate of Iraq span the 8 month
period of the present Saturn/Sirius conjunction cycle.

The International Atomic Energy Agency (IAEA) said that Iran must prove that
it isn1t secretly building nuclear weapons by October 31st of 2003. Also,
anti-war groups have scheduled a mass protest in Washington, DC for October
25th, the official birth date of the United Nations. It is the culminating
event in a month long international mobilization against the American
occupation of Iraq.

With Saturn stationary/retrograde just short of conjunction with Sirius,
however, odds are good that the worst will not happen. Instead, sensing the
pressure, the potential for disaster and the opportunity for constructive
change, world leaders will likely back away for further deliberations and
negotiations (8 months worth). If the Bush administration does not submit to
substantive negotiations with other world leaders by June 2004, grave
consequences will result, I fear.

Sirius is prominent in the natal charts of the United States, of George
W.Bush, and the United Nations. This suggests that, at the moment, the fate
of the world is, in fact, intimately bound up with the fates of the United
States, the United Nations and George W. Bush.

Charts for Bush on October 25 do not, in fact, bode well for him. It appears
that, without any strong cards to play, Bush will be mired in heated, murky
and unresolvable conflicts with the few allies he still has as well as his
long list foes.

According to the history page on the UN's official website, 3The [UN]
Charter was signed on 26 June 1945 by the representatives of 50 countries.2
Saturn conjoined Sirius during the last 10 days of June, 1945.

But, 3The United Nations officially came into existence on 24 October 19452
when major signers ratified the charter. The UN's birthday, as I said, is
celebrated on October 25th. Saturn will stop just short of exact conjunction
with Sirius exactly on October 25th, 2003, the official birthday of the
United Nations.

The natal Suns of the United States and George W.Bush are both conjunct
Sirius. So, as Saturn conjoins Sirius, on October 2003 and on June2004, it
also conjoins the natal Suns of the United States and George W. Bush. And it
activates the Saturn/Sirius conjunction in the natal chart of the United
Nations. It also affects the '03-'04 Solar return for the United Nations.

This spells a global crisis of confidence and power (and a moment of great
opportunity) centering around the U.S., the U.N., and George W. Bush and it
looks like Bush will be on the losing end of it. Saturn conjunct anything is
not fun. Saturn conjunct a natal Sun/Sirius conjunction has to be tough.

We should, then, take the events occurring now and the international
agreements to which they might lead, very seriously. These events will exert
a heavy influence on world events for generations to come. The peace and
prosperity of the world in the immediate future will depend heavily upon
them.

My view is that this Saturn/Sirius conjunction will lead to a complete
restructuring of relations between the United States and the other nations
of the world, with the United Nations as the vehicle of this change. US
military power will, in effect, be joined to the diplomatic and political
resources of the United Nations and its member nations, primarily the major
world powers.

[The NYTimes, on Friday, September 19, published an article entitled "UN
Senses it Must Change Fast." It describes an eagerness on the part of the UN
to change itself to meet the challenges of the 21st century, including
challenges to its efficacy and legitimacy by the U.S. This was published
after this piece was nearly completed, btw. Kofi Anan, Secretary General of
the United Nations continues to urge change and modernization of the UN.
There has also been talk in Europe of a closer cooperation between the
European Union and the United States.]

The union of the US and the UN, something of a shotgun wedding, will
doubtless take full effect only over a lengthy period of time and it will
probably transform the UN in the process.

However, the alliance between the US and the UN is born of urgent and very
obvious international necessity. There is not really much practical
alternative to closer cooperation between the US and the UN. The US is the
only nation with the power to impose its will on other nations and the UN is
the only vehicle for coordinating efforts between the nations.

No nation acting alone, including the US, can effectively solve burgeoning
world problems. Cooperation, coordination and burden sharing are absolute
needs. The United Nations, without the backing of US power, is largely
ineffective in bringing needed changes.

The fact that few if any nations have yet managed to transcend their
particularistic, separative national identities means that this new level of
cooperation is not going to be quickly or easily achieved. The fact that
several major problems, like the ones in the middle east, have the potential
to destabilize the entire world, means that no nation can realistically
resist the need to join in a cooperative, multi-faceted approach to solving
seemingly intractable global problems. (At least I hope they can't.)

Since NATO is so closely identified with the major European powers, we are
also likely to see a redefined role for NATO.

The Macro Level

The important things happening on the macro level this month are either so
fundamental or so high level that most people won't notice their effects
very much. However, the political, economic and diplomatic forces at work
are changing the very foundations of our everyday lives. People will pick up
on that, though, at some level and it will make them anxious.

Political tensions and controversies–local, regional, national and
global–will most likely simmer and threaten to move to a boil–but they
will not. They will just go on simmering. Instead, negotiations will move
into the smoke filled back rooms of those big marble or steel and glass
buildings where the big political guns hang out. These issues are just a bit
too hot to handle in public.

The changes that will have to be made are so complicated and so big it will
take a long time to figure out just what those changes should be and how
exactly to make them. The devil is in the details and there are a lot of
details. Also, most people, including most politicians, probably can't
imagine what those changes would have to be and don't want to think about
them right now. And they certainly don't want to speak about them to a
nervous public.

I would say, in summary, that it's steady as she goes, for the time being,
even as the ground is being prepared for stunningly big and widespread
change in the world. The air of expectation and the readiness to change will
grow around us, but it will not come to fruition, not in October, 2003 or
for many months to come.

These are nervous-making times and, even if they don't realize it, people
won't be feeling or acting themselves. What that means is, even if you don't
realize it, you could probably use a break.
