FILE 2024 – Call for Entries

The Call for Entries to participate in FILE – Electronic Language International Festival’s projects in 2024 is now open. The festival seeks original artworks in Art and Technology, by Brazilian and international artists. Registration remains open until February 10th.


FILE is a non-profit cultural organization that has propagated creation and experimentation in Art and Technology through exhibitions, events and publications over 23 years. This call opens up the opportunity to participate in the 23rd. Edition of the Electronic Language International Festival, which is scheduled to take place at the FIESP Cultural Center, in São Paulo. The selected projects will also be able to collaborate in parallel events in different states in Brazil.


Using the registration form, it is possible to send interactive installations, sound art, video art, robotics, animations, CGI videos, virtual realities, augmented realities, mobile art, games, gifs, internet art, lectures and workshops, among others. FILE 2024 | GENERAL REGULATIONS


1. INTRODUCTION1.1 FILE – International Festival of Electronic Language – is a non-profit cultural organization that, since 2000, has been promoting exhibitions, workshops, and meetings aimed at investigating the appropriation of technological tools in artistic production. With annual exhibitions in São Paulo, editions in Rio de Janeiro, Belo Horizonte, and Curitiba, as well as participation in international exhibitions, FILE constitutes the largest electronic art event in Latin America.


1.2 The FILE 2024 Call for Entries continues the annual selection processes of FILE, which invites original artworks and educational projects in Art and Technology from artists and researchers to participate in FILE’s exhibitions.


1.3 This call opens opportunities for participation in the 23rd Edition of the International Festival of Electronic Language, which will take place at the FIESP Cultural Center in São Paulo, from July 2nd to August 25th, 2024. It also allows collaboration in parallel events in different states of Brazil to be held this year.


1.4 This Call for Entries also covers submissions for the FILE Led Show program, an exhibition of public art on the large LED panel on the façade of the Fiesp building – at Avenida Paulista, 1313. 1.5 Furthermore, it is worth noting that registrations for the FILE Workshop program are open exclusively to participants residing in Brazil and proficient in the Portuguese language. The FILE Workshop aims to disseminate the use of technological tools as a means of artistic production.


1.6 To participate in all programs, it is necessary to complete the registration form, agreeing to comply with the General Regulations of FILE 2024. Registration is free.


2. OBJECTIVEThis Regulation aims to select audiovisual, visual, sound, and/or interactive works for exhibitions organized by FILE, including but not limited to the 2024 edition, as well as other future editions, with the artist’s consent. Additionally, the selected works may be considered for inclusion in the associated programs FILE Led Show and FILE Workshop, with the artist’s proper authorization. The call is organized by FILE INTERNATIONAL FESTIVAL OF ELECTRONIC LANGUAGE, registered under CNPJ number 03.659.709/0001-91 (Organizer).


2.1 This Regulation includes the terms and conditions governing participation in FILE 2024. We recommend reading each item of the following terms and conditions with the utmost attention, as full acceptance is essential for participation in the FILE 2024 exhibitions.


2.2 This selection process is exclusively cultural, and there is no form of luck or chance involved.


3. CATEGORIESGiven the exponential expansion of supports, formats, technologies, and the integration of contemporary areas of knowledge, the FILE 2024 Call for Entries will not have specific categories. This approach aims at the diverse inclusion of physical, digital, hybrid, and interactive Art and Technology works, as well as educational projects such as lectures and workshops. Interested candidates who wish to specify a category for their work should indicate it at the time of registration.

4. REGISTRATIONS4.1 Registrations can be made from 06:00 pm on December 12, 2023, to 11:59 pm on February 10, 2024.


4.2 Only registrations made online through the official website of FILE 2024 will be accepted: OPEN CALL.


4.3 Each participant may submit up to 3 proposals for works that have been completed in the last 3 years (2021, 2022, 2023). In case of duplicate works, the last submission will be considered valid.


4.4 For registration, it is necessary to complete and submit the online Registration Form. Registrations outside the deadline and/or incomplete and/or incorrect submissions will not be accepted.


4.5 The Registration Form is intended for the submission of only one artwork or educational project at a time. If you wish to submit more than one artwork or educational project, please fill out a new form for each submission.4.6 The registration deadline is non-extendable, and participants are advised to register well in advance.


4.7 Participation is allowed for individuals under 18 (eighteen) years old; however, during the classification process, legal guardians will be asked to authorize the participation, use of the work, image, and voice of the potential selected participant in this condition, under penalty of disqualification.


5. SUBMISSION OF WORKS5.1 All works must be fully available for online viewing through a video. For video and/or audio works, a download link for the file must be provided, as specified in item 5.3. In the case of works created for the internet, the online address of the work should be indicated.


5.1.1 All works and related materials for publicity, including the technical rider, must be shared via an open access link, which can be on Google Drive, One Drive, or iCloud, in the respective field of the Registration Form. It is important to note that expired or closed-access links will result in disqualification. Regarding the access period, it may be stipulated according to the festival’s dynamics, with the possibility of a time limit to be defined in collaboration with the artists.


5.2 Copies of the works (hereinafter referred to as “works”) must be sent to the Organizer.


5.3 In the case of video and music works, a download link indicated in the Registration Form must comply with the following rules:


a. Materials must be sent in the following formats: WMV/WMA, MOV, MPG/MPEG, AVI, or MP4.


b. For works submitted to the FILE Led Show, the following conditions must be observed:


5.4 When it comes to non-interactive works such as videos or animations, the following guidelines should be followed:


a. Files should be in QuickTime (.mov) format with compression using the H.264 codec. The image resolution should be 1024 x 768 pixels.


b. The usable image area should be 221 pixels wide by 170 pixels high, positioned within the video as indicated in the mask attached in item 5.6.


c. Due to the low resolution of the Digital Art Gallery, it is recommended to avoid the use of photographs and footage. Prefer using simple graphics and animations. Additionally, it is discouraged to use gradients and color transitions. The best viewing experience occurs with the use of chromatic blocks with high contrast between them.


5.5 In both cases: The LED platform consists of approximately 24,000 pixels embedded in three surfaces of the FIESP building / SESI-SP Digital Gallery (Avenida Paulista, 1313, São Paulo).


5.6 Download the technical specifications of the FILE Led Show.


5.7 At the time of registration, the descriptive documentation of the work (min. 200 and max. 500 characters), as well as the biography of the participant, group, and other collaborators (min. 200 and max. 400 characters), must be sent in the respective field of the Registration Form.


5.8 For Installations, Performances, and Public Art Projects (such as the FILE Led Show), a Technical Rider must be submitted in the respective field of the Registration Form. This is a PDF with a detailed description of the work, information about necessary equipment, physical space requirements, interaction method (if any), a link to a demonstrative video of the work, the role of visitors in relation to the interaction interface, any illustrations or sketches, transportation needs, and other details important for understanding the proposal in its entirety.


5.9 A PDF document must be sent that includes assembly, maintenance, and disassembly specifications for the works, as well as instructions for the use of objects and equipment lent by the participant to the festival.


5.10 The Organizer is responsible for: assembling the work together with the artist and according to the technical specifications sent in advance to the festival’s production team; disassembling in the artist’s absence following the detailed technical roadmap; and returning objects and equipment borrowed by the artist upon prior instructions and a detailed list of specific items. Such instructions are essential and the sole responsibility of the artists. The festival is exempt from any problems resulting from their absence.


5.11 In the Registration Form, a link from Google Drive, One Drive, or iCloud, as specified in item 5.1.1, must be provided where high-resolution images of the registered work are available for download. The images must follow these specifications:


a. Horizontal (16:9): 1280 × 720 pixels/cm


b. Vertical (5:7): 1811 x 2560 pixels/cm


c. Images must be in TIFF or JPEG format and have a resolution of 300 dpi. These images will be used for the promotion of the work, and the Organizer is not responsible for their reproduction from festival publications. If it is necessary to credit the images to someone, such credits must be specified by the participant in the Comments section at the time of registration.


5.12 Works exclusively in audio format must be submitted in their entirety through an online link in the respective field of the Registration Form.


5.13 If the work is interactive, a video illustrating the interactive interface of the work must be available online.


5.14 For the FILE Workshop: The participant must fill in the URL field for downloading the work/presentation with a link to a file including the complete description of the proposal (duration, program content, among others).


5.15 Works with dialogues or written texts must be accompanied by a complete transcription in the original language for translation. If there is a previous version of the dialogues in Portuguese or English, they must also be provided to ensure the accessibility of the work.


6. REGISTRATION FORM6.1 The participant grants the Organizer the right to exhibit the registered works at its events upon submission of the Registration Form.


6.2 In the case of a work created by more than one person, only one person will be responsible for the Registration Form. The other members and/or collaborators should be indicated in the respective field of the Registration Form, along with the group’s name and their respective biographies. The Organizer is not responsible for including in its exhibition and/or publications any data not provided in the Registration Form by the responsible participant.


7. SELECTION7.1 The works will be evaluated by an internal evaluation committee, which will select the works that will be part of the FILE 2024 exhibition.


7.2 Notification of the selection will be sent by the Organizer to each participant individually through the official organization email, as well as any subsequent contacts.


8. IMAGE AND VOICE COPYRIGHTParticipants hereby grant the Organizer, free of charge, definitive, universal, and irrevocable rights to use the works they produce for the purpose of participating in FILE 2024.


Participants also authorize the use of the works they produce, submitted and selected for FILE 2024, as well as their name, image, and voice, provided by the Participants or obtained through research, for use by the Organizer in the promotion of FILE 2024, its upcoming editions, and/or in institutional promotion and other events promoted by the Organizer, in any and all types of advertising, conveyed through electronic, digital, and/or printed media, including magazines, posters, television and radio broadcasts, the internet, websites and social networks, and any other type of media and/or promotional materials, in the manner that the Organizer deems convenient, without limitation of time, territory, and/or number of displays, without any cost to the Organizer, with all copyright and credits of their respective authors preserved. Selected participants agree to sign a specific authorization agreement with the Organizer for copyright, as well as the use of image and voice.


This regulation authorizes FILE INTERNATIONAL ELECTRONIC LANGUAGE FESTIVAL, or third parties indicated by it, hereinafter referred to as AUTHORIZED:


1- To freely use my image and/or voice, with the ability to capture, edit, synchronize, disclose, translate, store, fix, reproduce, broadcast, publish, transmit, distribute in whole and/or edited, together or not with other images and/or sounds, with or without commercial purposes, for the promotion of AUTHORIZED events. This includes materials related to the history, actions, and events carried out by AUTHORIZED, which may be disseminated through print, electronic, and/or digital media, including but not limited to social media and websites of the authorized and/or third parties indicated, made available or not for download, and in conjunction with the names of producers, sponsors, and/or supporters.


2- Regarding all proprietary copyright, including, but not limited to, the ability to record and capture the Work for free use. This includes editing, synchronizing, disclosing, translating, storing, fixing, reproducing, broadcasting, publishing, transmitting, and distributing in whole and/or edited, together or not with other works, images and/or sounds, with or without commercial purposes, for the promotion of AUTHORIZED events. This also applies to materials related to the history, actions, and events carried out by AUTHORIZED, disseminated through print, electronic, and/or digital media, including but not limited to social media and websites of the authorized and/or third parties indicated, made available or not for download, and in conjunction with the names of producers, sponsors, and/or supporters.


3- That the Work may be included, at the discretion of the AUTHORIZED, in the WIKIDATA platform (https://www.wikidata.org/wiki/Wikidata:Main_Page), with full knowledge of the Copyrights and Creative Commons usage criteria of the platform. Considering the characteristics of the internet, which allow third parties to extract and use published images, the AUTHORIZED are exempt from responsibility if a third party improperly registers and discloses the images of the Work.

I also declare to have full powers and abilities to enter into this Agreement, being the sole holder of the copyright of the Work, and exempt the AUTHORIZED from any administrative, civil, or criminal liability. I undertake to indemnify them for any losses and damages they may suffer in case of contestation.


This authorization is executed on a universal, definitive, irrevocable, non-retractable basis, for Brazil and abroad, free of charge, with no limitation on time and number of reproductions, binding the Parties, their heirs, and successors to its faithful and integral compliance.


9. GENERAL PROVISIONS9.1 The Organizer may, at any time, at its sole discretion, supplement and/or partially or completely modify this document. All modifications or additions will be communicated to everyone through publication on the websites file.org.brnovabienalrio.org, and archive.file.org.br, and such changes or additions will only take effect 24 (twenty-four) hours after their publication on the site.


9.2 The decision of the evaluation committee is final, and no appeals will be entertained.


9.3 By completing the online Entry Form, participants tacitly agree to all the rules of this Regulation, as well as the use of their names, images, voices, and photos for the disclosure of the selection results, including use in advertising, exhibitions, at no additional cost to the Organizer or third parties indicated by it, for the legal term of copyright protection.


9.4 Any participant violating any rule of this Regulation and/or other communications or involved in any proven case of fraud will be automatically excluded from evaluation. In such cases, the participant may also be subject to legal action for falsification of information or documents.


9.5 The mere registration in this competition implies full knowledge of its conditions and unrestricted acceptance of this Regulation by the participant, who is fully responsible for any legal or extrajudicial claims related to third-party rights or complaints regarding the breach of any conditions of the Regulation.


9.6 The content of the websites file.org.brnovabienalrio.org, and archive.file.org.br is provided “as is” for informational, personal use, viewing, and data entry purposes only. It may not be downloaded, copied, reproduced, distributed, transmitted, displayed, shown to the public, sold, licensed, or otherwise exploited for any purpose without the prior written consent of the Organizer.


9.7 Despite the awareness of everyone regarding the existence of Covid-19, since the management and prediction of the consequences of the pandemic and/or isolation remain beyond everyone’s control, any factor or new condition caused by the coronavirus pandemic will be considered as a fortuitous event or force majeure.


9.8 If the selected participants cannot be found or contacted for three consecutive attempts, the Organizer may, at its discretion, select another work to continue the award, disqualifying the participant who cannot be found.


9.9 The Organizer will not admit agents, business representatives, or any other intermediaries in its relationship with the participants and selected individuals in all matters directly and/or indirectly related to FILE 2024, present and future.


9.10 All doubts and/or issues arising from this selection process will be resolved by the Organizer, always considering the consumer protection rules in force. No appeals will be allowed against the decisions of the Organizer.


9.11 Participation in this selection process is FREE, and exclusively cultural, without any form of luck or payment by participants. There is no obligation for participants or winners to acquire or use any goods, rights, or services, in accordance with Article 3, paragraph II, of Law No. 5,768/71, and Article 30 of Decree No. 70,951/72.
