Outcasting: Fourth Wall (O:4W) is the first artists’ moving image festival for Cardiff, Wales. O:4W aims to take artists’ moving image to a wider public through a number of different platforms, venues and opportunities both virtual and physical using traditional screenings, installations and site specific commissions.

In our inaugural festival we had over 500 international submissions for the screening programme and over 50 for the commissioning programme. This year we’re hoping for even more.

All artists selected will receive either a commission or a screening fee and there are no registration or submission costs for this event.

Is there a limit on the budget for commissions?

The quick answer is yes we only have limited funds. Although when we did the first festival we kept the budget really fluid as we didn’t want to discourage artists from applying because of a set figure. Generally though we had budgets ranging from £500 to £3,000 but could go higher. It all depends on the quality of proposals as a whole. Shifting and fluid and malleable in order to get the best.

Bottom line is put what you think is reasonable and we’ll try to take it further if the idea is sound.

The festival is funded by the Arts Council of Wales Festivals fund, with support from Cardiff Council. The festival will be curated by Michael Cousin (Outcasting).

If you are interested in a commission for new site-specific work please send a brief (200 words max) outline of your practice with an additional commissioning proposal (500 words max) plus an outline budget (including a fee for the artist). The commissioning process will be based on a dialogue between the artist, the programmers and the venues. If you have an idea we will try to find a suitable space for it.with up to 5 jpegs and / or a link to your work online. If the work is only available as a data file and not online please send using the Outcasting WeTransfer ( account. All submissions are by email only to
